#1: simpler comment numbering system

comments don't have to be unique when added. The rendering section will autonumber all comments when the page is loaded. This will make them simpler and less buggy.

Motivation
Bugs are turning up with the commenting mechanism and they need to be less buggy and far more water tight. This change will allow a more robust validation machinery to deal with the comments.Proposal
Change the comment add machinery.Change the rendering machinery.
Add comment checking to ensure all comments are valid and not broken in anyway. And if so, suggest fixes.
